Stormwater network aware catchment delineation

Converts existing stormwater infrastucture GIS feature data (points and lines) into a networkx directed graph (DiGraph) object, then utilizes the DiGraph to incorporate subsurface flows into urban stormwater catchment delineation. Delineation functionality is powered by pysheds.
